Abstract

Service-Based Periodic Payments (Pembayaran Berkala Berbasis Layanan, PBBL) for the Betung–Tempino–Jambi toll road create long-term government financial obligations requiring institutional oversight, service verification, and fiscal accountability. This study aimed to identify institutional weaknesses in PBBL payment supervision and formulate policy recommendations to strengthen governance and accountability. A qualitative policy analysis was conducted using regulatory documents, toll-road agreements, project information, and institutional developments. Priority issues were assessed through the Urgency, Seriousness, and Growth (USG) method, while underlying causes were examined using problem-tree analysis. Policy alternatives were evaluated through whole-of-government principles, principal–agent theory, the Three Lines Model, independent auditing, fiscal prudence, and state budget accountability frameworks. The findings identified annual PBBL obligations of approximately IDR 3.778 trillion over 15 years, with government payments separated from toll-revenue collection. The primary institutional challenge involved fragmented responsibilities across technical supervision, financing, and business operations. Furthermore, implementing regulations developed progressively after initial toll-road operations commenced, potentially creating weaknesses in service verification, independent auditing, and payment authorization. The study proposed six policy measures: clarifying institutional authority, verifying operational readiness before payment commencement, establishing integrated supervision and payment authorization, involving independent auditors, considering a transition toward a Public Service Agency (BLU) management model, and strengthening state budget accountability. These measures emphasize coordinated technical, fiscal, and operational controls supported by comprehensive regulations. The study concluded that integrated institutional oversight is essential for transparent, accountable, and sustainable PBBL implementation, although the proposed framework requires further empirical validation before its effectiveness can be established.
